MAINE VOCALS WILL BE SUBMITTING A FULL LEGALIZATION BILL FOR THE STATE OF MAINE IN THE NEAR FUTURE, WHICH WE WILL POST THE SUMMARY OF, FIRST ON THE SITE,  AND BECAUSE OF THE LENGTH OF IT WILL BE SEVERAL PAGES OR MORE, WE WILL GET THAT UP AS SOON AS WE CAN THEREAFTER FOR EVERY ONE TO DOWN LOAD. WE WILL DO THIS IN CONJUNCTION WITH THE MEDICAL BILL THAT WILL ALSO BE AVAILABLE THROUGH US AND MAINE CITIZENS FOR MEDICAL MARIJUANA.

. The following is a summary of what is proposed without the slashing of all the wording to be eliminated from the current laws on the books.    ANNOUNCEMENT         10 REASONS TO LEGALIZE

Repeal Cannabis / Hemp / Marijuana Prohibition.

Definitions:

1. Cannabis / Hemp - means all low THC, non psychoactive agricultural farm crops for foods, fiber products, fuels, biomass, and reproductive seed crops, seeds for oil, or bird feed or any other food categories, or any other purposes other than for intoxication. Low THC grade but no strict testing to regulate.

2. Cannabis / Marijuana / Medicines - means all varieties of medical grade medium or high potency THC marijuana and natural products derivatives, home grown or imported, includes food products, extracts, tinctures, or preparations.

3. Cannabis / Marijuana - means all varieties of medium or high grade marijuana THC products either natural plant matter, or processed products. No restrictions on natural products.

Regulations:


1. Age limit of 19 years old and up for use of marijuana. Parents must be notified of the under aged youths possession or use so that the parents can take proper corrective measures. $50.00 fine for repeated civil violations for minors but no habitual offender clause for offenses. All revenue from fines for marijuana civil or criminal penalties shall be designated for low income, Maine Care medical programs for the poor and elderly health care, that are strained for funding and limit public participation for lack of funds or other such needy low income health care programs and shall be accounted for by the state as to where, which programs funding is utilized.

2. Private Clubs, Coffee Shops, and Bars are permitted to allow use of marijuana. In Bars that allow use of marijuana products in their establishments, ventilation is required for areas of use.

3. Tax on Cannabis / Marijuana will be no more than $10.00 per ounce of marijuana, and no tax for agricultural Cannabis / Hemp. Hemp products shall be subject to normal state taxation excluding food products that are exempt. All tax revenue from sales of marijuana shall be designated for low income, Maine Care medical programs for the poor and elderly health care, that are strained for funding and limit public participation for lack of funds or other such needy low income health care programs and shall be accounted for by the state as to where, which programs funding is utilized.

4. Sales at Stores, Clubs or Shops must be behind counters or in locked cabinets/containers, not out in the open. ID Card is necessary for Sales of Cannabis - Marijuana. Sales to minors are not allowed and subject to a penalty of up to a $500.00 Fine. No habitual offender clause. All revenue from fines for marijuana civil or criminal penalties shall be designated for low income, Maine Care medical programs for the poor and elderly health care, that are strained for funding and limit public participation for lack of funds or other such needy low income health care programs and shall be accounted for by the state as to where, which programs funding is utilized.


5. State may determine an acceptable level of Impairment and method of testing, for operating a motor vehicle (registerable) intended for the road/highway, method not subject to human error and must show impairment at the time of operation of motor vehicle.

6. Any changes to this legislation will be brought before the voters of the State of Maine.

7. Release all current Citizens incarcerated for offenses related to marijuana, and pardon all those who have been convicted for any offenses concerning Marijuana Prohibition in the past. No exceptions to this clause. This does not apply to any other charges that occurred in conjunction with a marijuana charge, only the marijuana related charge.

8. Employees cannot be fired or let go for use of marijuana for medical purposes, or for failing any testing as residue from use of marijuana stays in ones system for up to 30 days or more and does not constitute actual impairment on the job unless a reliable test is developed for actual impairment.
This clause exempts employees that test positive for marijuana from being discriminated against for being hired for employment or while employed, and employees cannot be fired or let go for use of marijuana for legal medical purposes, nor denied insurance by employers insurance company, or for any other non employer related insurance coverage in Maine for use of marijuana.
